President Ronald Reagan on Poland, December 23, 1981 (in response to the brutal actions of the Polish communist dictatorship in seeking to crush the pro-democracy Solidarity movement):

“I want emphatically to state tonight that if the outrages in Poland do not cease, we cannot and will not conduct business as usual with the perpetrators who aid and abet them. Make no mistakes, their crime will cost them dearly in their future dealings with American and free people everywhere….  We will suspend Polish civil aviation privileges in the United States.  We are suspending the right of Polish fishing fleets to operate in American waters.  And we are proposing to our allies further restrictions of high technology exports to Poland.  These actions are not directed against the Polish people, they are a warning to the government of Poland that free men cannot and will not stand idly by in the face of brutal oppression.”
