Man, those Fox-babes can be vicious! What that poor lady from the SoS office was trying to say was that instead of getting the ballots out 45 days early in order to get them back by the election day deadline, Washington asked for a waiver to send them out 30 days in advance, and then accept them up to 21 days after the election. Nothing nefarious, just dealing with the complexities of printing 50,000 ballots with 5000 different versions so quickly after a late primary.
